Sizing inconsistency

I bought 3 neck covering under scarves: black, green, and silver/grey. Though there are no “sizes” they all came fitting differently. The black ones opening for to fit over head and around face is so small and tight I can’t wear at all (and I have a smaller head size). The green and silver fit comfortably so I’m not sure if there was a mistake when being sewn as they all seem to be the same material and style. I will purchase other items from this shop but not the underscarves anymore due to not knowing what quality will come.
